Themed playgrounds have evolved across the years to capture children’s curiosity and creativity. They serve a vital purpose: to foster bonding between families, friends, and neighbours. As children’s play needs have changed, public playgrounds in Singapore have transformed in both form and function. Today, they go beyond swings and slides, offering multisensory play structures that encourage safe exploration, social learning, and physical activity. These playgrounds are where fun meets function, providing a safe and enriching space for children to play, learn, and grow together.
In 2018, then Minister for National Development Lawrence Wong—now the Prime Minister of Singapore—announced the expansion of the Build-A-Playground initiative, which invited residents to take part in designing and assembling playgrounds within their own neighbourhoods. Sea Shell Park in Pasir Ris was among the selected sites, and its new playground stands as a shining example of what happens when a community unites with purpose. When residents take ownership of something, they take pride in it. They use it, maintain it, and appreciate it more deeply. The Sea Shell Park playground embodies this spirit of collective ownership—a playground built not just for the community, but by the community.


At the heart of the playground is a Mega Tower, a two-storey structure that embodies the perfect balance between adventure and safety. This equipment was manufactured by Miracle Recreation, a United States company known for producing robust and imaginative playground equipment.
Each deck features its own slide, offering varying levels of challenge to suit children of different ages and confidence levels. The highest deck features a long spiral slide, the crowning feature that winds gracefully to the ground — an exhilarating ride that gives young explorers a sense of accomplishment and joy.
Children can climb the tower using a variety of routes that encourage both physical coordination and creative play:
The tower’s exterior finishes resemble the gentle movement of jellyfish, with fluid, organic lines on its roof and sides. This undersea motif carries through the rest of the playground.


The Sea Dragon is a dynamic centrepiece that invites children to explore, climb, and imagine. Inspired by the mythical creatures of the deep, this play structure captures both imagination and movement, transforming the park into an aquatic realm of adventure. This equipment was manufactured by Kiwi Playgrounds, a Spain-based company known for its well-crafted and reliable play equipment.
Each segment of the dragon’s undulating body offers a unique play experience that caters to children of varying ages and abilities. There are cargo nets to test balance and coordination, slides that promise exhilarating descents, bridges to traverse, and swings for both toddlers and older children to enjoy side by side. The design ensures that every interaction blends physical activity with imaginative storytelling, allowing children to invent their own underwater escapades.
Children can scale the dragon’s back using climbing holds or ladders, developing confidence as they ascend. At the underside of the dragon’s head lies a hidden tunnel, a small but exciting discovery zone that sparks curiosity and invites quiet exploration. From its sweeping curves to its accessible entry points, the Sea Dragon embodies the perfect balance of design innovation, inclusivity, and joy, making it a beloved landmark within the Sea Shell Park playground.
Beyond the Sea Dragon, the playground features smaller yet equally captivating structures inspired by marine life. These elements not only enhance play variety but also reflect the natural heritage of Pasir Ris: an area once defined by mangroves, fishing, and coastal living.


Seashell Park also champions healthy living with its thoughtfully designed outdoor fitness zones. Two areas feature OmniGym fitness equipment, providing a gym-quality experience right in the heart of Pasir Ris. The first station focuses on pull muscle workouts, with adjustable-weight machines for lateral pulldowns and rows, offering users a fully customisable strength routine. The second zone supports core and bodyweight training, featuring equipment for crunches, dips, and calisthenic movements.
Complementing these are LifeTrail fitness stations, which guide users through push-ups, pull-ups, and progressive bodyweight exercises, ensuring residents of all ages can enjoy a well-rounded, outdoor workout experience.


The highlight of the project came on assembly day, when the Pasir Ris community gathered to build the playground together. The usually quiet pickleball court at Sea Shell Park transformed into a buzzing event space filled with excitement, teamwork, and laughter. Residents of all ages joined the CT-Art Creation team in assembling the playground equipment. Before construction began, the team briefed everyone on the play value of each structure, explaining how each design encouraged different types of physical and cognitive development.
Safety was a top priority, both in building and in play. Residents were guided through safe assembly techniques, from aligning slides to tightening bolts and nuts. The process fostered not only teamwork but also understanding—parents gained insight into how playgrounds are designed to balance adventure with security. By the end of the day, what stood before them was more than a playground—it was a community achievement, built with pride and hands-on collaboration.
The Sea Shell Park playground in Pasir Ris stands as a living example of what happens when creativity, safety, and community converge. It is more than a collection of equipment—it is a carefully crafted environment where fun and safe play coexist harmoniously.

To truly appreciate the significance of the Sea Shell Park playground, one must understand the rich history of the land on which it stands. Pasir Ris was once home to Malay kampongs, coconut plantations, and mangrove swamps. Waterways such as Sungei Api Api and Sungei Tampines provided livelihoods for villagers who fished and produced belacan (shrimp paste) from small shrimps caught along the shore. By the mid-20th century, Pasir Ris transformed into a seaside resort destination. The famous Pasir Ris Hotel, originally owned by entrepreneur Joseph Aaron Elias, was redeveloped in 1952 into a popular retreat for swimming, boating, and tennis. It became a symbol of coastal leisure and family recreation—values that still resonate in today’s Pasir Ris.
The new Sea Shell Park playground pays tribute to this heritage through design. The marine theme—seen in its jellyfish tower, sea dragon, and coral-inspired structures—honours Pasir Ris’ identity as a coastal town while giving children a playful connection to their neighbourhood’s history. Much like the area’s evolution from a kampong to a resort to a residential hub, the playground bridges tradition with modernity, offering a space where the past inspires the present.
The project’s community-building impact extends far beyond play. A playground promotes outdoor activity, encouraging children to engage in physical play. More importantly, residents take pride in knowing they helped build it—a sense of ownership that translates to care, ensuring the space remains safe, clean, and well-loved for years to come.
